Update: supporting both Python 3.8 and 3.11 will require more work - e.g., pip-compile supports the XBlock[django]<5.0.0; python_version<"3.9" format, but tox requires something like "XBlock[django]<5.0.0; python_version<'3.9'", so we would need to split the constraints for these tools. Given that the XBlock package has already dropped Python 3.8 support, it would make sense to do the same here instead of preparing workarounds to suppose both Python versions.
