This uses the new update-dependencies-action.
As it's using the default github token, PRs won't trigger the usual check/tests etc workflows. So as part of the action it's currently running the tests (minus functional tests, so it doesn't need to install playwright). This could be skipped if we have an org-level PAT that we can pass to the action to use as the token for the PR.
