[CFE-1119] Removes instances of deprecated experimentalPropagateUserTags

The PR intends to remove the instance and usage of deprecated experimentalPropagateUserTags field. It also updated unit testcases accordingly. The corresponding updates to enhancements are added in openshift/enhancements#1669.
