Extend test-operator zuul job to enable horizon testing

Zuul encountered a syntax error while parsing its
configuration in the repo openstack-k8s-operators/test-operator on branch main. The
problem was:

while parsing a block collection
in "openstack-k8s-operators/test-operator/.zuul.yaml@main", line 115, column 7
did not find expected '-' indicator
in "openstack-k8s-operators/test-operator/.zuul.yaml@main", line 133, column 7
