Add missing actions:write permission to stale workflow

The actions/stale action requires the actions: write permission to delete its old cache before saving a new one. Without this permission, the action may not function properly or may encounter permission errors during execution.

Added actions: write permission to the permissions block of the stale job in .github/workflows/issue-management-stale-action.yml:

The permission is positioned after contents: read and before issues: write and pull-requests: write, following the standard ordering convention. A trailing comment has been added to match the style of the existing permission comments.
