This doesn't lower it to a `ManualComputationOp`, but just adds some extra attributes on the existing Sharding/FullToShard/ShardToFull custom calls and call ops. Natively lowering to `ManualComputationOp` is a bit more invasive, and we can do this as a future cleanup in JAX. PiperOrigin-RevId: 666323643
