This change adds
--check_configoption to theopengrok-mirrorcommand and performs mirror configuration check during Docker startup. If the config check fails, sync is disabled. For the time being this is better than exiting the container. Given the problems with #3650 most run it withrestart: alwaysand that would leads to infinite cycle.
