C3 v6.1 release

Upgraded v6_0, with better power performance, longer watchdog, new USB-over-UART lines, RF upgrades, and many small fixes.

Release of C3 version 5.0r0. Several issues fixed after this, but this is what we sent to space on OreSat0. Done in EAGLE CAD.
