starts news page blocking and correct a semantic error in the other pages: navbar and header should be above, not nested within main.

Adds rough blocking for news.tsx. It is not fully functional at the moment, it exists purely as a structure to be improved late. Need to figure out how to make it responsive.

Adds layout for events page. Will now go through and try to condense or seperate styles to create smaller components, as well as updating styles to match new design.
