Use copr rpms for the community workers #4129

Currently the appsre job for the community workers hangs a lot, as it waits for rpmrepo rpms which are often not there. Either due to cancelled jobs (after fast merges to main) or [skip-ci] commits.

This is a short-term solution until we have a merge queue in composer (which should guarantee rpms for each PR merge).


To test the github status check, just set the FEDORA and COMMIT_SHA variables.

Split the rpmrepo tasks in osbuild and composer. With copr we'll use
osbuild from rpmrepo, because the osbuild copr rpms disappear too
quickly.
Also skip both rpmrepo tasks on RHEL.
Wait for packit to complete it's runs, after which the rpms should be
available from the @osbuild/osbuild-composer copr repo.
