This module:

- Adds the top hat blocks, which include the:
	- OSU orange tag (logo)
	- Links in black banner
	- Site's mobile menu
	
- Adds the footer blocks, which include the:
	- Contact information
	- Social media links

- Creates the Extension Settings configuration page
	
- Puts the blocks in the correct regions
