Purpose

Adds site name to browser page title in TOS related pages.

Testing Instructions

1. Navigate to the Terms of Service, Content Policy, Privacy Policy and Terms of Service FAQ pages.
2. Confirm that on each of these pages, the site name in the browser tab are "Terms of Service | SITE NAME", "Content Policy | SITE NAME", "Privacy Policy | SITE NAME" and "Terms of Service FAQ | SITE NAME" respectively. On staging this should be "| ***TEST ARCHIVE***"
