This commit adds a new action to the generation workflow, granting each SDK ownership over its individual patches.
By enabling SDKs to directly integrate and manage their patches on the fly, we eliminate the bottleneck of waiting for osc-api-deploy re-releases. This provides greater autonomy for each SDK and allows for more rapid iteration and bug fixing.
