Removes git pin to sucker_punch after this issue resolved in pact broker repo
updates bundler to 2.4.22 (2.5 drops support for Ruby 2.7)
sets .ruby-version to 3.2.3
updates ruby bundler/update docker files and docker function script to use linux/amd64 platform. It doesn't look like these are used in our update workflow but still useful to keep in sync
