Makes progress on #3410 closes #3382 and replaces PR #4258
This PR mostly updates the label guidelines and images, and also replaces instances of "chip" across other pages on the site. It does not update the images within toolbar/table/associated components. That can be a followup since it will be quite time consuming. I wanted to at least get the label page updated in time for release
