K8SPXC-1420: Disable proxy during PiTR

CHANGE DESCRIPTION

Problem:
Proxies are not terminated during PiTR and this makes it easy for applications to connect to database during binlog restore.

Solution:
Scale down proxies to 0 during PiTR.
