Coding will be done in Python 2.7 for maximum compatibility with CSDMS

General notes from initial discussion (Elchin, Scott)

These are three permafrost models that I'm working on with Elchin to get
put into bmi.

1. Nelson and Outcalt
  - Empirical
  - Elchin began coding in Python

2.a. Analytical
    - in C

  b. another analytical method, in Russian

3. Analytical
  - installed to ./GIPL/ via
      git clone https://github.com/Elchin/GIPL
  - implicit PDE solver
  - in F90
  - on github

Notes:
  - use bmi
  - use babel, so don't convert to Python if possible
