Feat: Reader.foreach support

What is changing?

Adding functionality to iterate over each line of data in the decompressing code.

Why is this change needed?

Make it easier to parse each line as equivalent to IO.foreach

Example usage

Bzip2::FFI::Reader.foreach(io) do |line|
  # do something with each line
end
