  • re2c:
    • PHP 5.1 required 0.9.11+
    • From PHP 5.2 to 8.2: 0.13.4+
    • From PHP 8.3 and later 1.0.3+

This syncs the version ranges style and adds URL anchors so that sections can be linked.

Edit: I'm syncing this with php/doc-en#3346

Similar comment to the doc-en change, please remove PHP 5 era stuff

* re2c:
  * From PHP 8.3 and later 1.0.3+
  * From PHP 5.2 to 8.2: 0.13.4+
  * PHP 5.1 required 0.9.11+

PHP 5 era versions are removed.
