This syncs the version ranges style and adds URL anchors so that sections can be linked. * re2c: * From PHP 8.3 and later 1.0.3+ * From PHP 5.2 to 8.2: 0.13.4+ * PHP 5.1 required 0.9.11+ PHP 5 era versions are removed.
