Adding a new Serializer to support Azure Communication Service

Azure provides telephony service through Communication Service, and supports WebSocket streaming.

When a call comes to Comm Service, by configuring Incoming Call Handler hook it can deliver websocket stream to the client endpoint. At pipecat to plug and play with the Communication Service. I had created azure_acs Serializer providing bi-directional communication between acs and pipecat.
