Why

Closes #4176

What's changed

Here's a video walkthrough.

  1. Implemented Hugo's fingerprint feature to ensure that CSS files will automatically refresh for users after they have been changed
  2. Simplified the minification strategy so that Hugo can apply minification on build and on serve

Where are changes

Updates are for:

  • platform (sites/platform )
  • upsun (sites/upsun)
