Fix docker direct cmd as start/exec ...

• fix failing start/exec/wait that were failing because they were put into an upgrade connection and not into a direct proxy
• allow to pass parameter as a json for docker host: DOCKER_HOST='tcp://proxy_addr:proxy_port/{"user":"foo","envid":"1","apikey":"ptr_xxxxx"}'
