This PR upgrades the playbooks to target Debian 12 (Bookworm) instead of Debian 10 (Buster).
Most changes are relatively minor. The most contentious one is adding the Buster repo to get access to Python 2.7 and Mailman packages. This is generally frowned upon, but seems the most expedient option. This can be removed once we transition to Mailman 3.
I've been testing this against a local libvirt VM, using the setup instructions from https://hackmd.io/@plug/debian12-test
