The current benchmark runtime api implementation is problematic, this pr fix it with some code clean in the template runtime file.
Note: I delete the
pallet_hotfix_sufficientspallet from the template runtime, since this is a patch in the two years ago. It would be confusing for the new frontier developers to keep it in the template node.
