set permissions isn't called on civicrm-backdrop drush install command #10

when installing civicrm in backdrop manually there is an option to set permissions, which then sets up the admin permissions etc for civicrm functions.

This isn't present in the drush script to install civicrm and needs to be added.

This has been merged now, but isn;t included in any release. Will need to think about how to manage changes without them being a part of a release
