I think the animal theming could be stronger. Maybe having some randomized ID photos on the ZooGov site would help? Or some cute images at the top of each page of an animal asking for your proof? Or each subsite could have an animal-themed name: EquiFox for payment verification, DogMV for drivers' license, etc. I'm not sure any of these suggestions is strong enough yet, but worth thinking about the concept.
