This still all more hacky than it should be, but it should work properly now.
For some odd reasons, using tag "0" seemed to interact badly with ADIOS2, possibly due to an ADIOS2 bug, but it still doesn't quite make sense why this happened...

This fixes a bad bug when restarting from a checkpoint after rebalancing. it also adds a workaround that helped with random MPI errors that seemed to be due to ADIOS2, actually...
