This fixes the "spamming" of http requests from the Java Version Modal.
If a user does not have the "startup.docker-image" permission and tabs into pterodactyl, 4 http requests are made.
And this can stack up quickly
For this I simply added a permission check before the http request and return undefined if the user does not have the permission.
I also added the MC 1.19 invalid Java version message to the errors array.
