This PR is the first stage of addressing Issue "Plugin features" on pulpproject.org do not clearly reflect plugin features. #361
I dropped the feature descriptions for Pulp 2. Anyone using Pulp 2 knows these already and we are moving off of Pulp 2, so the info on docs etc, is still available, but less of a web presence as this page is primarily an educational resource for new users. All new users must be Pulp 3.
