That URL by @CLAassistant seems to be broken, trying to open it with recent Firefox or Chromium only yields an empty box below a "Version:" heading, and GitHub API status calls with 401 show up in the browser console (I could, however, look at it with an older browser). So I can neither read nor sign this externally hosted agreement, the SAP tool seems to be broken (or has exceeded it's GitHub API limits?).

I tried to find my way around the Puppet pages, though, and believe that this patch falls into the Trivial patch exemption policy.

I also tried to read the CLA via the link:
https://cla.puppetlabs.com/
provided on the page discussing the trivial patch exemption policy. That sadly also fails, since that page uses an SSL certificate for another domain.

So there's nothing I can do. Please just ping me when / if community contributions to this project are welcome again.
