this is looking good. i wonder i can't seem to hit submit. are there rules for forms that require you to fill out all of the cells prior ?? |

ok yes that is the issue. you have to fill out all required form entries prior to submitting. |

This converts the pyOpenSci software submission form from manual template to an actual form using GitHub's issue form syntax.
I applied the suggestions from #113 here except for some things that are not possible with GitHub's syntax. @lwasser.
I also merged the branch in my own fork for testing purposes. You can click here to see the form.
