Returns include/lib paths for mupdf-devel, plus generates required shared library softlinks on unix platforms. Also use pymupdf_version_tuple from _build.py.
Not sure this actually works, but might be useful. Also added venv_*() fns.
Currently missing preliminary code so doesn't actually reproduce the problem.

* Added some venv_*() fns. * build_extension(): added source_extra arg. * run_if(): improved display of changed commands. * git_get(): improved API. * NewFiles: added `get_n()` method. * Don't special-case graal builds when running under cibuildwheel. * run_if(): fix handling of commands that differ only in white space.
* Always set env_extra instead of os.environ. * Updates to match new pipcl.git_get(). * Fixed handling of local MuPDF directory with cibw and Linux. We now use /host/<PYMUPDF_SETUP_MUPDF_BUILD> within manylinux docker.
