As discussed on #2696 , tweaks the packaging page description text to clarify scope to be PyPA only and removes PEP 453/477 (ensurepip) accordingly.

@python/organization-owners please deal with the spammer ☝️

It seems the tactic they are using now is all making their profiles private, so its harder to catch they are a spammer from looking at that. They've all abruptly switched to that, three I've seen in the past week or so.

Would anyone else like to share their feedback? If no one objects or wants to move forward with it earlier, we can go ahead and merge this a week from now.
