@python/organization-owners please deal with the spammer ☝️ It seems the tactic they are using now is all making their profiles private, so its harder to catch they are a spammer from looking at that. They've all abruptly switched to that, three I've seen in the past week or so. |

As discussed on #2696 , tweaks the packaging page description text to clarify scope to be PyPA only and removes PEP 453/477 (ensurepip) accordingly.
