As a note, there's no runtime error for using multiple generic params with Counter post 3.9, so I don't see us needing to update cPython implementation at all.

The one primer error is simply messing the first generic param:

num_queries = defaultdict(Counter)

@srittau Missed that you already had a PR when doing this, but I think mine handles the __or__ case a little more accurately, and includes the possibility of int defaults, but fine with closing this if you prefer to update yours.
