After contacting the dev on Discord there is apparently no interest in UI reworks at this time as he's decided to do that himself. Quite a shame given the time and effort that was spent on this PR and the general positive reception when I initially contacted the dev about this. |

Description
This PR reworks the NUI web interface in Vue 3. This new UI layer aims to make the UI layer signficantly more maintainable as well as well as being compatible with existing installations of QB Inventory. The lua server and client scripts are mostly untouched apart from some added blur effects when opening inventories.
