Related to posit-dev/positron#8058

I was a bit on the fence about what to require here and am very open to feedback.

Thoughts?

FWIW the error I see when I try to install this in a too-old version of Positron is not great:

That isn't clear at all why it can't install it. We should keep an eye out for this problem impacting real users, to see if we should improve the experience. (I think a real user is unlikely to get into this situation.)

It installs OK in a new enough version of Positron, as well as VS Code. If I install it using a new enough version of Positron then re-install an older version of Positron, Positron will not open at all, but again I think that's unlikely to be a realistic problem.
