* add KyberMode::is_available() -- deprecated * Kyber::algo_name() now always returns 'Kyber'
* take input bytes via std::span<> * add Fixed_Output_RNG::empty() for readability

Description
This adapts the (currently unmerged) FrodoKEM test code (from #3679) to the generic PQC KEM KAT runner (from #3807). Once, #3807 is merged, we could integrate this patch straight into #3679 and close this PR. Therefore, this is a Draft PR that may not be merged as is.
Only the very last commit in this PR is actually relevant: 44b7c69.
