ELCITA Oct Demo Release

Made some modifications to cdx_base_schema to handle message_schemas with just a single message. No message tag required in the message_schema for a single message devices.

[Experimental] Release a first set of JSON schema and corresponding example_items and skeleton items. The schemas released are generic_iot_device_schema and electric_meter_schema apart from the base schemas.
