Add chaos testing guide

This commit adds a guide covering best practices, recommendations that
OpenShift as well as the applications running on top of OpenShift need
to take into account for relaibility, resilience, performance and best
user experience. It also encapsulates leveraging Kraken tooling to
achieve it.
