feat: add command to update Qute configuration from Qute LS

Fixes #811

The "enable validation" buttons where moved from the MicroProfile / Qute settings sections into a MicroProfile / Validation and Qute / Validation inspections instead

Exclude this file from validation quick fix works great, but ignore UndefinedObject quick fix throw an error:
