This PR allows the deployer to be disabled entirely.
The goal is to be able to use the sandbox API when it is enough like in certain situation: OCP Blank Namespace for example
status.actions.provision.startTimestampandstatus.actions.provision.completeTimestampin AnarchySubjectnow_time_utcfor all completeTimestamp instead of the anarchy timestamp as it's in the past.
