[FEATURE] hardhat-deploy #3

Hardhat deploy eases the deployments while using hardhat, hence I wanted to add it to the evm-template.

I installed hardhat-deploy and added the following files

deploy/kanaria.ts
scripts/setRegistry.ts

edited

hardhat.config.ts - to import hardhat-deploy
README.md - to add a little cheatsheet with some commands
