First release of NEAT - NEar-Axis opTimisation code

This is the first release of NEAT that fullfils the following criteria:

• The minimal functionality of particle tracing, loss fraction calculation and stellarator optimization for loss fraction is working.
• The code is fully documented with its own readthedocs page.
• Continuous Integration on GitHub is up and running performing the unittests, uploading the Docker image to DockerHub and uploading new versions of the code to PyPI.
• Code coverage is above 80%.
• CMake installation allowing for a simple pip install . command.
• Gyronimo automatically installed as an extra git submodule.
