This PR overhauls the
listsubcommand to be more useful.More specifically, the
listsubcommand now lists tools relevant to the current project, as well as globally installed tools, in a format that is easy to read and also includes tool aliases. Previously, thelistsubcommand simply listed all the installed tools from the tool cache, which is probably not what a user wants to see most of the time, and something thesystem-infosubcommand already does better.
