buildkite: Install libzstd-dev package. #3754

This is needed since f289046.

Unfortunately this works only for amd64.
arm64 fails because the upgrade of libc6 fails somehow.

Another option might be to just retrieve just the old dev package from snapshot.debian.org

Are you still running your own Buildkite CI?

No, I was just looking at the julialang buildkite.

We don't need to use Buildkite anymore. I've asked Keno and Dilium to turn down the Buildkite runners.
