[YUNIKORN-2771] Optimization: Mark placeholder pods for non-graceful …

…termination (apache#883)

Update the Kubernetes pod spec for placeholder pods to set
TerminationGracePeriodSeconds to 0. This allows the pods to be removed
immediately when terminated.
