Add RabbitMQ and MySQL jobs

This release adds RabbitMQ and MySQL Jobs:
RabbitMQ collects node-health data using a script that was developed and is maintained by the RabbitMQ support team.

The MySQL jobs use the SQL Run Command plugin. All of these Jobs can be run from the Enterprise Runner.

This release also standardizes the use of the PD Notification Note plugin which makes it easier to send feedback to PD about the behavior of the Job.

New jobs, PluginGroups, notification plugin.

This release includes:

1. New jobs for Kafka, Cassandra, and Kubernetes.
2. Usage of PluginGroups to improve setup experience.
3. Usage of new PD notification plugin to provide better signals to responders in PD.

This release includes new prebuilt Jobs such as, "Third Party Service Disruptions." It also utilizes enhancements to the Progress Badge plugin which makes it easy to "simplify" verbose diagnostic output.
