This will queue rebuilds for all releases where we have >65k files in the index, assuming they might contain much more files.
It runs for all releases, starting from the newest, I'll just Ctrl-C it when I feel we're far enough back. Probably until mid June or beginning of June.
This is the last piece of #2536.
When I ran the command I'll just revert this commit.
