This updates the wasi-sdk used in CI to build release binaries and run CI with. No major motivation beyond keeping things up-to-date and following the development of wasi-sdk.

Is there a reason we don't mirror these tarballs? https://github.com/rust-lang/ci-mirrors

I believe the reason is that the ci-mirrors infrastructure didn't exist when the wasi-sdk downloads were added, and presumably no one has back-filled in the meantime. If it's desired I'm happy to send a PR there to mirror these tarballs.

I'm not too worried about flakiness with github downloads from a well-known source like this. Happy to accept a PR mirroring them but I don't think it needs to block this.
