In rust-lang/team#1403 I am proposing to require the
subteam-offield to be set for all teams. However, this would break the governance page listings. This updates the rendering so that it can handlesubteam-of="leadership-council"and render the website the same as it does today.The pages should render identically with or without the team database change.
